For this you have to go to the left side menu, Campaigns > Flows and click on the Create Flow button.

Then you will select the phone number corresponding to the flow, and select Template as a trigger.

Then you will see a screen similar to the following, where you can select an Existing Template, or directly Create a Template.

Creation from an Existing Template

If you choose the option to use an Existing Template, all the templates you have already created are listed here. Here you can choose between using regular templates and Carousel templates. You can distinguish the latter in the selection list through the tag that appears on them "Carousel" as shown below:

Keep in mind that when publishing, this template is still subject to Meta approval, so if it meets the corresponding approval, the flow will be approved and available, otherwise you can see the "with error" legend in the list of flows and you must review your template.

IMPORTANT: while the flow is in "Publishing" status, it will not be available for sending Campaigns. The optimal status for sending Campaigns should be "Published".
